Okay, allow me to explain why that's there. From time to time, people will bring up an old thread, which is fine, there are some great old threads, but problems spring up when you bring up too many at once, because those interfere with the current threads. It pushes those threads back and possibly off the front page, and once it's off the front page, that thread is pretty much dead unless someone revives it, and that annoys a lot of people, from the people who made the threads, to people who were enjoying them, to the mods who have a hard time moderating the forums with this slew of threads that they have to check on.

Putting a limit keeps things in moderation. As well as show who isn't mature enough to follow the rules.
